Tribal Employment Rights Ordinance(TERO) believes that it is important to create employment and training opportunities for Kiowa Tribal members and other Indians and to eradicate discrimination against Indian people. An integral part of attaining this goal is by structuring employment and training opportunities within the Kiowa, Comanche, and Apache (KCA) jurisdictional area to provide for the hiring of Indians where there are not sufficient qualified Indians to meet the employment opportunities.
The purpose of the TERO Department is to protect Indian Preference within the jurisdiction of the Kiowa Tribal Lands. If we don’t apply Indian Preference, we are breaking our own Tribal law.
